A county address needs a jurisdiction check

Los Angeles County and the City of Los Angeles are different permit authorities. LA County Public Works provides a service locator that uses a street address or parcel number to identify the responsible office, including locations outside its own jurisdiction. Use that distinction when planning construction, plumbing changes or reconstruction. Existing permit records and approved plans can help clarify what is already authorized. For a rental or multifamily building, also identify the owner or manager who can approve access and the changes proposed for each unit.

Coordinate access in occupied and shared buildings

Restoration and remodeling can affect adjoining spaces when a property has shared walls, common corridors or connected utilities. Before a visit, explain whether the building is occupied, who controls the water shutoff and how contractors reach the affected rooms. A workable scope should account for contents, protected walkways, material deliveries and the areas that need to remain usable. If a leak appears in more than one unit, describe those locations rather than assuming the source is directly above the visible damage. That information helps focus the assessment.

Connect the repair scope with the rebuilding plan

The work after water damage may range from a localized finish repair to replacement of multiple room assemblies. Ask for a scope that distinguishes source correction, drying, necessary removal and reconstruction from optional remodeling. If plans include an addition or ADU, examine utility connections, existing structures and the permit route before choosing a layout. Our Los Angeles and Long Beach pages explain different local planning considerations. Use them with the service guides, then call with your property address and goals to discuss the next practical step.

Questions before you begin

Are Los Angeles city and county permits the same?

No. The City of Los Angeles has its own building department, and LA County Public Works handles properties within its jurisdiction. Use the address or parcel number to confirm the correct permit authority.

Can you discuss work in condos and multifamily properties?

Yes. Describe the affected units, shared building systems and the owner or association’s access requirements. The proposed work and permissions need to be evaluated for that specific property.
